RNL was commissioned by Foothill Transit to plan and design the transit center, retail and parking structure components of the “Covina Forward” public private partnership (P3). The P3 consists of Foothill Transit, the City of Covina and MLC Holdings. The City component will be an incubator office space for new starts and MLC will be developing a multi-family residential component. The RNL team is assisting MLC and the City of Covina with the creation of the Covina Forward Specific Plan as well as providing assistance to and coordinating with MLC and Covina to provide supporting documentation for the Planning Commission and Fire Department master plan.
RNL has also worked closely with the City’s public outreach consultant to provide a parking structure and transit center that is sensitive to the neighbors’ concerns regarding privacy, traffic, noise, and vagrancy. RNL worked through several iterations of the design of the parking structure and the landscape to ease the concerns of the neighbors while providing an efficient and attractive design.
Through the use of connective pathways, a public plaza located between the retail building and parking structure, and the transit plaza with bus bays the Transit Center component is designed to bridge the gap between the residential parcel and the City’s future civic development. The plazas are designed to be activated by the future residents to the north as they access the City’s parcel or utilize Foothill Transit’s retail building and transit center. The retail building is intended to be leased to a tenant that will serve as a benefit to transit users as well as the surrounding community.
