RNL developed a conceptual master plan for the entire Fontana Civic Center, and provided landscape architecture for Civic Center Park.

Program elements for the park defined in the master planning phase included amphitheater style seating and a band shell to accommodate 5,000 people for concert or other public gatherings, space to accommodate display booths for arts & crafts fairs or other community events, a regional bike path connection that extends through the Civic Center, and a water feature.
